#123: Ruling on NYSC Muslims Observing Qasr (Shortening of Salāt)
“Assalaamu Alaykum. Please is it okay if our brothers and sisters in NYSC orientation camp pray Qasr all through their stay in camp?

As for your question, the conditions stated by the Ulamaa for the observance of the Qasr are:
1. That one is a traveler or a stranger
2. That the destination from the place of residence is a distance far enough to be called a journey
Therefore, if the Muslims in the Orientation Camp are strangers or travelers, then they may observe the Qasr for as long as they remain travelers and/or strangers.
Note: by travelers we mean people who are on a journey. And by strangers we mean people who have alighted a destination from their homes after a journey.
