_Imaam Ibn Qudaamah Al-Maqdisi -rahimahullaah-_
Said:
*III. The Munkarāt of the streets.*
Of it, is the building of shop closed to houses which may cause the streets to become narrow.
And of it, is the planting of trees if it will narrow the streets and affect the people that are passing by. However, those things that are temporarily placed on the streets such as firewood and foodstuffs, it is permissible as long as it is not permanent and it will be moved to its permanent places. And these involve all things that are of necessity.
And of it, is the placing of animals(or cars) on the streets which may cause discomfort to people and hinder the movement of people. Thus, it is wājib that such act are forbidden except if it is kept for the time that such a person will attend his need.
And of it, is the overloading of Animals with what they cannot bear, and the throwing of waste product or fruits on the road, or pouring water on the road which might hurt others. But if it is from rain, the responsibility is upon the authority not on the individuals except to just make wadh.
