_Imaam Ibn Qudaamah Al-Maqdisi -rahimahullaah-_
Said:
*THE GENERAL MUNKARĀT.*
Whosoever is sure that in a market there is a munkar which is constant in the market, or in a certain period of time and he has the capability of changing it, it is not permissible for him to abstain himself from making inkār on such munkar by sitting at home, rather, it is incumbent on him to go out, and if it is that he is only capable of Changing some parts of the munkar, it is still wājib on him to go out.
What is first wājib on every Muslim, is to start with himself first, he should rectify himself with holding strong to those things that are Farāid on him and shunning away from those things which are Haram.
After that, he should teach his family and his closed ones, then his neighbor and the people of his hometown, then the people of his land, then to the whole nation.
