Prohibition of Begging without concrete necessity and the Ādāb of Asking.

Imām Ibn Qudāmah -rahimahullāh-
Said:
Prohibition of Begging without concrete necessity and the Ādāb of Asking.
Know verily that, many Ahādīth has been narrated regarding the prohibition of asking others, and some Ahādīth was also reported concerning its permissibility based on some certain conditions.
As for its permissibility, the prophet Salallāhu’alayhi wasallam said:
ردوا السائل ولو بظلف محرق
A beggar should be answered with anything even if it is with a burnt hoof.
If begging were to be completely Haram, it wouldn’t have been permissible to assist the corrupt person in his corruption.
As for the Ahādīth which upheld its condemnation, it is reported from Ibn ‘Umar Radiyallāhu anhumah who said: The Rasūl salallāhu’alayhi wasallam said:
لا تزال المسألة بأحدكم حتى يلقى الله عز وجل وليس في وجهه مزعة لحم
A man keeps on asking others for something till he comes on the Day of Resurrection without any piece of flesh on his face.
Transmitted by Imām Al-Bukhārī#1374 and Imām Muslim#1040.
The Rasūl salallāhu’alayhi wasallam said also said:
اليد العليا خير من اليد السفلى واليد العليا المعطية، والسفلى السائلة
The Upper hand is better than the lower hand, the upper hand is the one which gives in charity, and the lower hand is that which takes it.
Transmitted by Imām Al-Bukhārī#1429 and Imām Muslim#1033.
And in the Hadīth of Ibn Mas’ūd Radiyallāhu anhu that the Prophet Salallāhu’alayhi wasallam said:
من سأل وله ما يغنيه، جاءت مسألته يوم القيامة خدوشا أو كدوحا- في وجهه…
He who asks people while he has sufficient means will come on the Day of Resurrection having his asking like scars on his face.
Transmitted by Ibn Mājah#1840. Shaykh Al-Albānī declared it as Sahīh in “Sahīhu Al-Jāmi'”(5/298).
And many Ahādīth has been narrated as to this effects. Based on these evidences, we conclude that begging is originally Haram; since it is not free from three major issues which we shall mention in shā Allāh.
